4. The Cabinet had before them the following

documents relating to the arms embargo and the

supply of arms to Canton :-

A Note by the Secretary of State for Foreign

Affairs covering a Memorandum prepared in the

Foreign office in which the view is expressed that

we should adhere to our policy of neutrality among

the contending Chinese factions (Paper C.P.156

(27)):

A Letter from the Colonial Office to the Foreign

Office to be read in conjunction with the above

(Paper C.P.157(27)).

Attention was called to Telegram No.35 of May

16th, from Mr. Brenan (Canton) reporting that he

had made certain demands on General Li Chai-sum in

con sequence of the action of the Commander of the

Whampoa Forts in firing on a British merchant ship

The Cabinet were reminded that General Li Chai- gum

is the same person to whom it had been proposed (in

the Papers under consideration) to give facilities

for obtaining arms.
